Congressional Republicans Back President's Proposal to Overhaul Obamacare

US senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators floated a plan toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The effect on US citizens from the longest closure of the federal government in history deepened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and SNAP benefits have been delayed for forty-two million Americans.

President's Proposal from Golf Course

As Saturday's meeting got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Response

Democratic lawmakers expressed alarmed reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of centrist lawmakers to end the shutdown in exchange for a future vote on the ACA payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and extend the payments for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the payments before discussing the future of the tax credits.

"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Several analysts indicated that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
